This is an obvious abuse, the need to monitor time off should be handled better... either that or they have been working non-stop 
When I was a union official, and we had union business, was required to come in and account for my time.... could not just show up for days.
This stuff has always been a bone of contention, not only for the public, but for the rank and file as well... this needs to be renegotiated.. as a supervisor it would drive us crazy when we could not hold other union officials accountable.
