Its not the power its the placement, use your imagination. Plus you don't want any marks that the international Red Cross might see.

It's difficult to protect the innocent. I know some would say we should just arrest and lock up anyone who looks or acts suspicious or expresses unpopular beliefs. Many countries have tried that approach. But, unfortunately for conservatives, we're burdened by innocent until proven guilty. The question is how many of those people we freed were innocent and will go back to their families and live purposeful lives?
