If you study health care, you'll see that costs started rising astronomically when out of pocket costs started decreasing. That is, somebody else is paying, so costs be d*mned. When people see the actual costs,they think twice about running to the ER or doc for a cold. That's actually the premise behind the high deductible MSA medical savings accounts. You the consumer pay the first $1000 or $3000, then the insurance kicks in in exchange for lower monthly costs. For those who can afford it, it is great way to rein in costs but unfortunately in this reform bill, they phase it out when it should be phased in!!!
France does something interesting, they make people pay and get reimbursed quickly so they see the actual cost of treatment..
What's the answer? There are all sorts of reforms needed but you don't raze the house when all you need is a new roof. This bill razes the house and blows up the foundation.
We've discussed needed reforms ad nauseum like interstate policies and no denial for preexisting conditions but I wish i had the magic bill. It's just not HR3200. I fear the old adage is coming true that there are two things you don't want to see made, sausage and legislation......
