Similarly, CBP proposes to revoke any treatment previously accorded by it to substantially identical transactions.

If you take the time to read it, this document clarifies questions raised by attorneys regarding what is legal and illegal according to existing statute.. apparently the attorneys who represent companies who make knives wanted clarification on the statute, these documents do this.. all this does is clarify existing law and is of interest to the public
