I suppose that if I had 2.9 billion dolars net worth and a boatload of political connections, he was referring to the rest of the country.. him excluded.
Some his views were from his issues with the estate tax..interesting comments from that honest Republican Cunningham...

From a selfish point of view, it would be very appealing to have no inheritance tax," Rockefeller said during a swing through San Diego this week. "But as a source of government income, it is a fairly efficient, fairly cheap way of collecting taxes. There is justification for a moderate level of inheritance tax."
The views of Rockefeller – a lifelong Republican and former head of Chase Manhattan Bank – put him at odds with Republicans on Capitol Hill, who have been trying to kill the estate tax for a decade. Last year, the House voted 274-154 to repeal estate, gift and related taxes by 2011, which would clip $192 billion out of the federal budget.
A family member dies, and you are handed a bill," said Rep. Randy "Duke" Cunningham, R-Escondido. "This is simply not right. This tax is absolutely unfair for San Diegans and all hard-working Americans."
Cunningham calls Rockefeller a "socialist," charging that backers of the estate tax "take their message straight out of the 'Communist Manifesto.' Karl Marx knew that if you weren't going to have a revolution, the way to gain power was to take away the property of the people who were making money."
