I completely agree with that. In theory, an incoming president could pick nothing but Senators or Reps (depending on what he needs more) to change the makeop of Congress. I always though it was strange -even when I was a kid in school learning about the government in Social Studies - to have a Senator appointed by a governor.
Better yet, let the governor appoint a temporary replacement (from the same party as the outgoing Congressman) while the special election is held so that no state is poorly represented and the voters have who they want for the remainder of the term. Don't forget that Senators have a 6-year term. That's a long time!
