Nah, you seal the border (there's a novel idea eh?), and you kick everyone who shouldn't be here, out. This way, you can let the people who actualyl respected our laws, and made teh effort to go through the immigrations process, enjoy the opportunity that this country provides. Imagine actually having an organized, documented, and controlled immigration process? Imagine actually knowing who's inside our country? We can dream, can't we.
