OTTAWA, Dec 4 (Reuters) - The head of Canada's opposition New Democratic Party decried the government general's decision on Thursday to accept Prime Minister Stephen Harper's request that Parliament be suspended. NDP leader Jack Layton said Harper's move, which was an attempt to head off opposition efforts to topple the minority Conservatives and replace them with a Liberal-NDP coalition, was a blow to democracy and showed the prime minister cannot be trusted.
