Your reasoning is BS. Here are reasons:

If the current police force is not effective, should we need to have some kind of reform?

If we create another civilian security force, what do you do with policemen or men in national guard? Do you keep them or allow them to join this new force?

1-Why do you want to keep them if they are ineffective?
2- Do the same people will make this new force EFFECTIVE? I don't think so because if they are not effective in the first place, why effective in the new unit? Because Obama says SO and he is in charge?

YOu defend Obama to the point that you don't know what you are saying any more because nothing that Obama and his 'defenders' make any sense.
