AND I WOULD DO IT A LITTLE BIT LIKE WHAT WE DID IN THE WELFARE REFORM. WE GAVE -- WE UNDERWROTE THE STATE'S ABILITY TO ENGAGE IN WELFARE REFORM AND MOVED FROM WELFARE TO WORK. AND WHEN WE'VE GOT A CRITICAL MASS OF 35 STATES, WE OUGHT TO CHERRY PICK -- PICK THE BEST IDEAS THAT HAD BEEN EXPERIMENTED WITH IN THE STATES, AND WE HAD IT LIKE THAT, BANG, WE HAD A CONSENSUS. THE SAME THING IS GOING ON RIGHT NOW. THE STATES ARE THE INCUBATORS FOR THIS. I WOULD LIKE VERY MUCH -- FOR EXAMPLE, JOHN EDWARDS HAS A VERY EXTENSIVE PLAN. IT'S A SOLID PLAN. I HAVE SOME DISAGREEMENT WITH IT, BUT THE IDEA THAT YOU'RE GOING TO TAKE ALMOST $2 TRILLION WORTH OF THE GDP AND MOVE IT IN ONE FELL SWOOP BY ONE VOTE IN THE CONGRESS, I WISH IT COULD HAPPEN. IT'S NOT GOING TO HAPPEN SO YOU'VE GOT TO BUILD A PROCESS.
Yepsen: SENATOR, HOW DO YOU PAY FOR YOUR IDEA? Biden: YOU PAY FOR MY IDEA BY DOING THREE OR FOUR THINGS, DAVID, AND ALSO YOU GO AFTER THE DEBT THIS WAY. I WOULD FUNDAMENTALLY -- YOU HAVE TO HAVE A FUNDAMENTAL CHANGE IN AMERICAN FOREIGN POLICY AND A FUNDAMENTAL CHANGE IN TERMS OF THE TAX POLICY. I WOULD LET THE TAX CUTS FOR ALL OF THE MIDDLE CLASS LAPSE. I WOULD NOT MOVE FORWARD WITH THE NEW TAX CUT CALLED FOR BY ELIMINATING THE INHERITANCE TAX. I WOULD -- I WOULD LET LAPSE WHAT WOULD COST $195 BILLION OVER TEN YEARS THE TAX CUT FOR DIVIDENDS. I WOULD ELIMINATE TOTALLY THE TAX CUT FOR PEOPLE MAKING OVER -- IN THE TOP ONE PERCENT, WHICH IS $600 BILLION. IN ADDITION TO THAT, ON THE NATIONAL SECURITY SIDE OF THE AGENDA, I WOULD END THE WAR IMMEDIATELY. I WOULD END THIS WAR. THAT WOULD SAVE ME A HUNDRED BILLION DOLLARS A YEAR. AND IN ADDITION TO THAT I WOULD BE ABLE TO MOVE -- AND I WOULD ELIMINATE THE STAR WARS PROGRAM. I WOULD NOT DEPLOY THE STAR WARS PROGRAM, WHICH IS A MULTITRILLION-DOLLAR, LONG-TERM INVESTMENT WE'RE MAKING, AND I WOULD NOT MOVE FORWARD WITH THE NUCLEAR PROGRAM OF NEW NUCLEAR WARHEADS, WHICH ADDS UP IN THE BILLIONS OF DOLLARS. THAT WOULD GIVE ME, DAVID, SOMEWHERE IN A YEARLY BASIS AS THE NEXT PRESIDENT IMMEDIATELY IF WE DID THIS, MANY OF THESE THINGS, I WOULD BE ABLE TO HAVE ANOTHER ROUGHLY $200 BILLION A YEAR AVAILABLE. $200 BILLION. I COULD FOR $26 BILLION INSURE EVERY SINGLE SOLITARY CHILD IN AMERICA --
1. In today’s economic climate, Biden would have the middle class paying more in taxes. How are they to heat their homes and feed their families?

2. Biden would have ended the war in Iraq immediately. These comments came at a time when McCain was the lone voice in Congress calling for more troops in Iraq. Hindsight has proven the surge has worked and victory is now a real probability.

3. Biden would kill the Star Wars program and our nuclear program.. I am sure our allies in Europe would be thrilled about this considering the emergence of Russia's new found aggressions.

These points raise questions about Biden being in touch with the middle class and are a blow the "foreign policy" expertise that the MSM has bestowed upon him.

Seriously though I always thought Biden spoke first and then thought about what he should have said later. I can't decide if he strengthens or weakens the ticket..........probably strengthens it though. His pick sure did seemed to energize the base....I mean MSNBC this morning. Andrea Mitchel could hardly be contained. LOL, that smile is probably permanent by now.
