I guess the law is already in place to let the ATF preform these checks at gun shows but they can't or won't do it.
Let's not pretend... we all know why thes checks are not being done, it is money, lobbyist money going to the right people. And, it is not going to change.
It is like all the rah rah talk about taxing the rich yet at the same time not fixing the loop holes that all the rich use to avoid paying taxes.

The atf only has something like 5,000 employees total, and only about half of them are agents. There's almost twice as many gun shows a year (actually there's probably more now) as there are ATF agents.

And thanks to congress and the NRA they severely restricted what the ATF is allowed to do. They can't keep track of gun sales, they can't inspect licensed gun dealers more than once every 12 months and they can't even require that gun dealers maintain an inventory of their guns.
