Everybody, except for the janitorial staff. Do you honestly think that anyone who works for the government doesn't have a "sensitive" poisition? This covers pretty much everyone, but the janitor (who most of the time is a contract employee).
Congress has exempted themsleves (because most of them would never pass a background check) from these laws, but the fact exists that If Obama has a brother that is living in a hut, he is suspect to having some outside agency influence him.
You made the statement that everybody in the government is required to divulge certain data.
You are now admitting you lied. You are attempting to cover your lie with yet another lie: i.e., that everybody in the US government really means everybody important in the US government. You further assume that all the really important people are in national security positions.
And you support this lie with utter balderdash about how important the presidency is.
First admit you lied, Teddy old boy. Or call it a mistake. Or apologize for being pompous. Your choice.
You used this hyperbolic argument consisting of: "EVERYBODY in the US government has to go through process A, so Obama should."
You could not prove you were right, for the very simple reason that, as so often happens, you were wrong. Were you lying, intentionally, or were you just mistaken, Teddy?
You base your argument on a lie, I want to know why.
Your logic is wrong too, but we'll get to that next.
So you admit that Obama is not qualifed to work for the US government, but it is OK for him to run it. At the very least, admit that Obama, would never pass a OPM background investigation, and could not even get a job with any government agency, outside of maybe HUD.
I am not an OPM background investigator. I do not know why Obama would be unable to pass the OPM basic or security sensitive background check. I will not go into the vagaries of the process with you, thank you very much. But I see no reason to believe he'd have any difficulty.
Regardless, the presidency is too important to entrust to OPM. That is why we decide it via constitutional requirements (which Obama, though maybe not McCain, passes with flying colors,) and the will of the people (albeit as represented in the electoral college system.)
While it is true that the presidency is very important, we do not send OPM and the FBI out to presidential candidates with the usual forms necessary for the extremely important people entrusted with rifling through our undies at airports or rounding up illegal aliens.
They are not applying for GS positions. They are applying for the presidency.
It is idiotic to wish that a bureaucrat or a small group of bureaucrats could look at the amount of info on a 10 or 20 page form and decide who is qualified to run this country. It is also idiotic to believe that someone applying to rifle through baggage should be judged on the same principles as someone who would be the most powerful man in the world.

When you said that everybody who wants a job with the US government had to fill out a form listing the information you specified earlier in this thread:

The reason I ask is that you subsequently posted a form for homeland security positions, and then opined that other government work is inconsequential.
So basically you have no back-up for your earlier statement, which, in fact, is in error.

I think you may have missed the question earlier in this thread, so I wanted to give you another opportunity to respond. Otherwise you may look foolish in the eyes of other members which would be a terrible outcome.
After all, you would have no credibility the next time you spouted such hyperbolic nonsense, unless you have the grace to explain how you came to throw this misinformation on the board in the first place.
Admitting you're wrong simply calls your competence into question; after all, you may look at your information more closely next time and come to a correct conclusion.
But if you intentionally lie in order to make points, we will not be able to take any of your points on any subject seriously.
