1. If they want him on the roster, they don't have to reveal that until much later in the week. He'll still get to practice normally.
2. Even though Ebert was with the Pats in training camp and has been on the practice squad, he's played more with Hoyer and Mallett, while Stallworth has a lot more experience with Brady. We all know how important that is.
3. The Pats just had Stallworth in for a workout last week, so they are obviously okay with his level of rustiness. And it's not like these free agents are sitting on the couch all day. They still work out, and I'm sure Stallworth has been running routes and having guys throw to him.
