As others have said, it depends on the player. But it also depends on the complexity of the play-book for the particular position.
BB has gone on record as saying that TEs take a minimum of 3 years to develop in the Pats system. Its why people were re-miss in calling Daniel Graham a bust after 2 years.
I believe that WRs should be up to speed by the beginning of their 2nd year and most certainly by the end of their 2nd year.
QBs can take 2-5 years to develop.
O-linemen can take 2-3 years as well, though many of the top ones are able to start right out of the gate.
