Question Cobbs and the conditional draft pick

Sorry if this was asked before.

Since Cobbs was cut from the Steelers does that mean we do not get a draft pick at all, or just a lower one than we would have got if the condition(s) were met?

I am asking based on and assuming the conditions were not met.

"Because of yesterday's development, the Steelers no longer owe the Patriots any compensation for Cobbs (5-foot-9, 210 pounds)."

This is somewhat disappointing. If anyone knows the rules for said conditional picks, I'd be curious to know them. It looks as if Cobbs did not get into the game at all, but perhaps I missed him.

The minimum condition was that he make the opening day roster, which he did. I believe the pick we will receive is a 6th rounder.
