Pennington is one of those players that shows just how much perception counts in the NFL (among the media, fans and teams with poor talent evaluation). He had a very nice stretch to end the season back in '02, and it happened to be while the most of the football world was watching, so his reputation was made then and there. It didn't matter that the rest of his career, he was a mediocre (at best) quarterback, it was that stretch run to make the playoffs that was cemented in most (idiot's) minds. Even after years of injury and ineffectiveness, people are still giving him chances because he "established" himself, mostly through luck and fortuitous timing. When the season starts and he gets hurt again, or doesn't play that well, it'll be another batch of excuses, even if the Jets release him and he's picked up by another team. It's a lot like what happened with Charles Woodson, it's taken up until late last season and the beginning of the offseason for the talking heads to realize he's just a name, without much game. Sad to see that the Jets are propping another fraud up, but its in their best interests for now, at least until Clemons is ready to play.
