Was AT's 4.9 million salary guaranteed? If not, we have a little extra to spend!

I would have to look it up, but I don't think it was guaranteed.
anyway, that's irrelevant, unless they're holding to some internal budget.

I'd imagine that there is an internal budget set for salaries, even in an uncapped year.

The money is guaranteed as so as he signs his RFA tender. If he doesn't sign, he has no contract, and cannot play or be paid.

That’s what we always do, and I think the last nine years we’ve put a pretty competitive team out there on the field every year. I think that’s how you do it – you get good football players. Sometimes they are not always at the No. 1 position, but I don’t think you pass up good football players to get the guys who aren’t as good just because they’re at a position that somebody feels you need.”

Believe he was talking about Adalius' contract and not Mankins.

I think that comment was related to AD's contract which was not guaranteed - only backend salary remained. So the payroll is down $4.9M which may it easier to pay Mankins up front money on a long term deal but probably won't change the terms they were willing to offer to get one done...
