This where instant replay has holes and BB has raised this as an issue many times when asked about it. With today's technology (GPS, triangulated/merged imaging), refs should be able to conclusively assess ALL questionable calls. I know there are budgets and all, but as IR is currently constituted, it is lacking.
It was the same situation with the Moss TD where he reached out to the goal line. I assume that the right call was made, but to the Pat's benefit, there wasn't a sufficient angle to overturn the call on the field to determine if his knees were down before he reached for the goal line. Oh well
Gotta wonder if the LoMo call was reversed, would he still have been relegated to the bench. He was running very well too.
