I think I remember this moment during the game. It was late in the 4th quarter and SF got a penalty on 3rd down. The refs announced it was declined, but I think BB wanted to accept it. Then they moved the teams back anyway. Of course, the announcers did not say what was going on, so it was confusing.

Anyone else remember this?

Yes, and I'm sure that's what this is. He's was more animated than Shrek and Donkey.

and then the ref walked by and he had this look at them saying, "what are you stupid?" .....
